President Ronald Reagan first instituted the Mexico City Policy in 1984, which served to restrict U.S. overseas funding to pro-abortion groups that offer or aggressively promote abortion. Since its enactment, it has been successfully upheld by Republican presidents and repealed be Democratic presidents. Basically, the Mexico City Policy is a policy that requires all foreign non-governmental organizations that receive federal funding to refrain from performing or promoting abortion services as a method of family planning with non-U.S. government funds in other countries.
One of President Obama’s first executive orders after entering office was to overturn the Mexico City Policy on January 23rd, 2009 and it has been implemented since. Today, President Trump signed an order reinstating the Mexico City Policy effectively banning government funding of foreign pro-abortion groups like the International Planned Parenthood Federation. At the first official White House press conference this afternoon, Trump spokesman Sean Spicer said that “reinstating the Mexico City Policy illustrates to the people of the United States and to people of the world…what a value we place on life.” He said it is consistent with Trump, who campaigned as a “pro-life president.”
